I think your idea has merit, but unfortunately for it to be law Congress would have to p it into law and they're certainly never going to p something like that. Pelosi and Reid would make sure it never got to the floor. Also, many bills already have deadlines or programs expire and even that doesn't inspire them to work faster and get it done - example: Farm Bill
