Creepy crazy neighbor mailed valentines day card, do i report to police?

My crazy bipolar neighbor mailed a valentines day card to me, slut & tramp it said on the front. It was one of those funny Shoe Box greeting card, (not so funny coming from her). Do I report it to police. They have on file how many time she's called the police, not on just me but everyone in the immediate area. She come's running out telling visitors to move their cars when they park in front of her house even when they don't bloke her walk way. She yells slut out her window when I go out to my car. She harr anyone who comes to my house to do work or just visit.
