If the space shuttle is; "an inherently flawed design" Why is the Endeavor on the pad ready for Launch?

Shuttle was the best that 1970's tech had to offer. But I agree... Kill NASA and then spend billions on a high speed train to nowhere? Not fishy, just stupid
